Overview

Clay County, MN has not adopted the MN State Building Codes.

Chapter 4 (Zoning Provisions) of the Clay County Development Code contains a requirement for a building permit application to be submitted to the Clay County Planning and Zoning Department for approval. § 4-K (Specific Permits Required) calls for a permit to be required for the construction of new buildings or building additions. See page 48 of the pdf document. 

After an applicant (or authorized agent) completes the permit application, he/she needs to present it to one of their township officers for their signature. A list of the current township officers is available online on the County Website or in the Planning and Zoning Office.
